In the case of purchasing the import version, I think it probably wont let you apply it to a non-JP account but who knows >_>. Oh, that's nice to hear some good news like this one I'm from France, it will be good to start something in Europe about the game. Anyway, I'm open to any invitations, especially from europeans and east coasters since the connection quality is bearable but who knows ?
