Vertex is the manufacturer. D-Well is the line Noel's under; Mitsuru is also under D-Well. :D Here's another picture of her.

It was labelled under D-Arts I believe. As for the new Noel figure, yes, Vertex is a somewhat new-ish company; they haven't released a lot as of now. Mitsuru is already up for pre-orders on amiami with a whooping price tag.
