There's usually some sort of indication when a character is in their Unlimited form, so it's very doubtful. Nine's probably got the same final arcade boss buffs that characters got in CP, stronger than their regular counterparts but nowhere near the levels of cheese Unlimited forms bring to the table.

Terumi was never all that good but Extend is where he really crashed and burned, he went from being on the lower side to one of the worst, if not the worst character in the game.

It's wrong. You can't unlock Adachi by beating story mode. It might be an error that was suppose to refer to Episode Adachi, which is unlocked by beating the P4 Story and downloading him.

A good percentage of games aren't region coded, but there's always those exceptions out there. You should look online for any mentions of this before you place your order. Like I said before, Ultimax's US version is region free for both consoles as confirmed by Atlus USA, so you'll be fine.

If it's region free (Which was already confirmed) there's no reason why you shouldn't be able to play it.
