anyone know the difference between Hori Hayabusya and the Seimitsu ls56_01?

Questions about frame data. What is the difference between start up and active frameS? I understand that active is amount of frames be for it hits. In my understanding if it's 4 the move will hit on the fourth frame. but how does this difference from start up?

More responsive I guess and tighter. which has me leaning towards seimitsu. I've heard nothing but great things about both brands which is why i ask. I've read about the Seimitsu having less dead space. I dont know about the Hori.

Im looking to mod my fightstick. Would the Hori Hayabusa joystick work in a madcatz te2 for ps4? And in comparison would Hori or seimitsu be better?
