the xbox has some weird security/validation thing when loading files from the HD which causes its load times to be longer than the PS3s. if you you are on PS3 you wouldn't notice anything about it.
the hitbox thing is caused by the game needing to show images that aren't loaded yet. due to memory constraints the game can only load all of the frames for your current character and the frames for the assist moves you have selected. when you tag out or DHC and do something immediately afterward it sometimes gives you the hitboxes instead. (at least this is what i understand from posts by mike) memory issues, {all right!}
regarding the move list and training mode: it is not like they wanted to release the game without these features. time and money are both restraints and when you are working for someone (yes mike z and co. at reverge were working for autumn games and konami) you are given deadlines and a budget. it came down to either releasing the game without a moves list and a bare bones training mode or foregoing more important parts of the game that actually matter to game play. the move list will be release, mike has said that they were guaranteed at least one update and i am pretty sure it is one of the things that will be in the first patch.
